I started shaving about a year ago, and have found the best
way is to use an electric razor with a mustache trim attachement.
Use the mustache trimmer to cut your pupic hair short, and
then finish with the regular shaver. If you're doing
it for the first time, or haven't trimmed for awhile,
it may burn at first when you're done, but this will
pass.
Yes, it lacks the eroticism of doing it with a razor and shave
cream, but it is easy and an easy way to maintain a nice smooth
cock and balls. I usually have to shave once or twice a week
to keep myself smooth, and if you do this, then you can avoid
the itching. And my girlfriend loves the feel of my nice
